CHR chairperson Loretta Ann Rosales said on her Twitter account Wednesday the vice mayor's act was an "insult" to the dignity of the suspect.
"Insulto sa dignidad ng nakakulong na suspek sa swindling nang pilit pinaubos ni Davao City Vice Mayor Duterte ang umanoy fake land title," Rosales tweeted.
Earlier this week, Duterte went to a detention facility where suspected swindler Manolito Gavas was being held, and had him eat one of his fake land titles.
A report by radio dzBB's Davao affiliate noted Duterte, the father of city mayor Sara Duterte-Carpio, was a former mayor of the city and is known for his no-nonsense attitude against criminals.
The report said Gavas had been arrested Monday for allegedly convincing city residents they can own lots in the city.
Many of his victims paid P250 a month for the supposed land title, the report said. –KG, GMA News
